Guidance on the Laws of the Game for U-8 Games
Law 1: The Field of Play
• Ensure the goals are properly staked down.
• Inspect the playing area ensuring it is safe for the players.
 
Law 2: The Ball
• Ensure a properly inflated size 3 ball is used.
 
Law 3: The Number of Players
• Ensure no more than seven players, including the Goal Keeper, are on the field for each team.
 
Law 4: The Player’s Equipment
• Ensure each player is wearing shin guards.
 
Law 5: The Referee
• Ensure a Fun, Fair, and Safe game.
• Run your Diagonal to keep the play between you and an Assistant Referee.
• Make frequent eye contact with the Assistant Referees.
 
Law 6: The Assistant Referees
• Always maintain your position level with the second to the last defender.
• Run your assigned line from the Halfway Line all the way to the Goal Line.
 
Law 7: The Duration of the Match
• Start your assigned game on time.
 
Law 8: The Start and Restart of Play
• The winner of the coin toss chooses which goal to defend first, the loser of the coin toss kicks off first.
• Before signaling for the kickoff, ensure each team is in its own half and the team not kicking off is outside of the center circle.
• The ball is in play when it’s kicked and moves forward, however slightly, and not touched again by the kicker until someone else touches the ball.
• Remember, a goal may be scored directly from a kickoff.
 
Law 9: The Ball In and Out of Play
• The ball is out of play when it completely crosses the touch line or goal line.
 
Law 10: The Method of Scoring
• A goal is scored when the ball completely crosses the goal line between the posts and under the crossbar of the goal.
 
Law 11: Offside
• It is not an offence to be in an offside position if you are not actively involved in play.
• A player does not have to touch the ball to be considered “involved in active play”.
• It is not an offence to be in an offside position and actively involved in play if the ball is played directly from a Throw-In, Goal Kick, or Corner Kick.
 
Law 12: Fouls and Misconduct
• Although you may not enforce a “time out”, work cooperatively with the coach when a player may need a “time out”. Do not show yellow/red cards.
• A Goal Keeper may not handle the ball
o Outside the Goal Area.
o When it is deliberately kicked to him/her by a team mate.
o When thrown directly to her/him by a team mate on a throw-in.
o When he/she is holding the ball and accidentally drops it and it hits the ground. Note: a Goal Keeper may bounce the ball as long she/he maintains control of the ball.
 
Law 13: Free Kicks
• All free kicks are Direct Free Kicks.
• Ensure all opposing players are at least six yards from the ball before a free kick is taken.
 
Law 14: The Penalty Kick
• There are no Penalty Kicks. If a foul is committed by the defense in the Goal Area, a free kick is take from the nearest point on the Goal Area Line parallel to the Goal Line.
• Defenders may line up on the Goal Line.
 
Law 15: The Throw-In
• No more “second chances” for illegal throw-ins.
• The player taking the Throw-In may not touch the ball again until someone else touches it.
 
Law 16: The Goal Kick
• A Goal Kick must be taken from a stationary ball placed on the ground inside the Goal Area.
• The player taking the Goal Kick may not touch the ball again until someone else touches it.
 
Law 17: The Corner Kick
• The ball must be placed inside the corner arc.
• The player taking the Corner Kick may not touch the ball again until someone else touches it.

U8 COMMISSIONER’S CUP RULES
MATCHES
• Tournament brackets are seeded by blind draw after the last match of the season. Coaches will draw a number that indicates placement in the bracket.
• Team(s) may play up to three matches on Saturday.
• Matches will begin on time.
• All matches will consist of two fifteen minute halves.
• At the quarters, teams have one minute to make substitutions on a running clock.
• All matches will have a five minute half time.
• Law 11-Offside will be enforced.
• All referees will be approved by the region. Referees will cover matches from the opposite gender (ie. Boys teams will referee Girls matches)
• Goalkeepers may play a MAXIMUM of one half of the match in the goal.
• All players must play a MINIMUM of one half of the match.
 
FORFEITS
• Teams must have a minimum of five players to compete in a match. If there are less than five players at match time, the match will be considered a forfeit.
• If a team is not ready to play within ten minutes of match time, the match is considered a forfeit.
 
TIE BREAKERS
• In the event of a draw, two five minute overtime halves will be played to determine the winner of the match. An additional coin toss will determine the goals to defend and the team to kickoff.
• There will be a five minute break between regulation time and overtime.
• The overtime halves will not count towards the minimum play time for players. Additionally, there will be no requirement for minimum play time for players during the overtime halves.
• There will be neither a break period nor substitutions between overtime halves. Teams will simply swap sides and restart play with a kickoff as determined by the coin toss.
• If after two five minute halves a winner has not been determined, a shootout, shots from the penalty mark, will take place.
• If, at the end of the match and before kicks start to be taken from the penalty mark, one team has a greater number of players than their opponents, they must reduce their numbers to equate with that of their opponents. The coach must inform the referee of the name and number of each player excluded.
• The shootout will take place on an adjacent field to make way for the next match.
• All shots will be taken from a mark 10 yards from the goal.
• There will be no Goalkeeper.
• Coaches will choose 5 players who participated in the overtime halves to participate in the first round of the shootout. If there is still a tie at the end of the first round, the remaining two players from the overtime halves will shoot one for one. If there is still a tie, then the remaining substitutes will go one for one until a winner is determined. Referees will verify player eligibility based on the match cards.
• If the match is tied after all shots have been taken, then a one for one shootout will begin again in the same order.
• No shots will be retaken.
• All other AYSO National and Region 820 rules and guidelines will apply during this tournament. Please remember that this is a fun tournament for the children and behavior not in keeping with the AYSO guiding philosophies will not be tolerated.
